Are gas boilers being banned in Ireland?

No, not in existing homes. You can still replace a gas boiler with a new one. New homes, grants and the EU's 2040 aim are where the rules have changed, and here's each one with its source.

Rules checked against gov.ie, the Oireachtas record, the European Commission, Dún Laoghaire-Rathdown County Council and Citizens Information on 1 November 2026.

No. There is no ban on replacing a gas boiler in an existing Irish home. You can still have an old gas boiler swapped for a new one in 2026, as long as a Registered Gas Installer fits it and it's a condensing boiler, which the Building Regulations ask for where practicable (Oireachtas written answer).

Three things have changed. New homes have effectively stopped getting fossil fuel boilers since the 2019 Building Regulations: under 5% of new homes got one in 2023 (gov.ie). Since 1 January 2025, no public body in Ireland can give a grant towards a new stand-alone gas or oil boiler (S.I. No. 749/2024). And the EU's revised buildings directive aims to phase out fossil fuel boilers by 2040.

Can I still replace my gas boiler with a new gas boiler?

Yes. Nothing in Irish law stops a like-for-like gas boiler replacement in an existing home. Two rules apply to the job. The installer must be a Registered Gas Installer, because by law all gas work in Ireland is done by an RGI (CRU). And the new boiler should be a condensing boiler: a Dáil written answer on the Building Regulations says that "where oil and gas fired boilers are installed as replacements in existing dwellings", "they shall meet a minimum seasonal efficiency of 90% where practicable" (written answer, 25 October 2018). The current guidance is Technical Guidance Document L, 2022, which also carries a procedure for checking whether a condensing boiler can be fitted in an existing home.

In Dublin a like-for-like replacement typically costs €2,200–€3,300 fully installed with VAT (GB Gas Services, 19 October 2026). Every published Dublin price is on the boiler replacement cost page.

Are gas boilers banned in new houses in Ireland?

Not by name, but in practice yes. The Department of Housing says the nearly zero energy building (NZEB) rules added to Part L of the Building Regulations in 2019 have "effectively" phased out fossil fuel boilers in new homes, and that new homes are now rated A2. On CSO data it gave, fossil fuel boilers went into under 5% of new homes in 2023, against 79% of homes built in 2010–2014, and electric heating, mainly heat pumps, went into 95% of new homes in the first three quarters of 2023 (gov.ie, 15 January 2024).

Why is there no grant for a new gas boiler?

Because EU law now forbids it. Article 17(15) of the revised Energy Performance of Buildings Directive (Directive (EU) 2024/1275) requires member states to stop "any financial incentive" for new stand-alone fossil fuel boilers from 1 January 2025 at the latest (European Commission guidance, 17 October 2024). Ireland wrote it into law in the EU (Energy Performance of Buildings) Regulations 2024, S.I. No. 749/2024, signed on 19 December 2024: "public bodies shall not provide any financial incentives for the installation of stand-alone boilers powered by fossil fuels" (Oireachtas written answer, 18 February 2025).

The rule is about grants, not about the boiler. SEAI's Better Energy Homes Scheme already didn't pay for one: "The Better Energy Homes Scheme does not cover replacing a gas or oil boiler with a new gas or oil boiler." (Citizens Information, page edited 22 October 2026, checked 29 October 2026). The change that hit people hardest was the council's Housing Aid for Older People grant, which "will no longer be payable towards the cost of purchasing new oil or gas boilers" from 1 January 2025 (Dún Laoghaire-Rathdown County Council, 18 December 2024). It still pays for repairing an existing oil or gas boiler, for a second-hand fossil fuel boiler fitted by a qualified contractor, and for radiators, pipework and oil tanks.

A boiler that works alongside a heat pump, a hybrid, can still get support where the renewable share is "considerable", and the support should be in proportion to that share (European Commission).

Will gas boilers be banned in Ireland by 2040?

The EU's revised buildings directive aims to phase out fossil fuel boilers by 2040, and the Department of Housing described it that way when the deal was reached (gov.ie). That is a target for each country's renovation plans, not a date when working boilers have to come out. None of the Government, EU, Oireachtas or Citizens Information pages we read on 1 November 2026 sets a date for removing gas boilers from existing Irish homes.

What Ireland is doing instead is paying people to switch. Since 6 October 2026 a house that scraps its gas or oil boiler for a heat pump can get up to €14,500, including the €2,000 scrappage grant (Citizens Information). The details are on boiler grants.

Should I replace my gas boiler now or wait?

If the boiler is failing, replacing it with a new condensing gas boiler is legal, quick and costs the least up front. Dublin Gas Boilers says a well-maintained gas boiler lasts 15 to 20 years, so one fitted in 2026 would run to roughly 2041–2046 (our sum), around the EU's 2040 aim. Two things are worth weighing before you sign:

  • Keep the door open to a heat pump. A heat pump uses a hot water cylinder. If you have one, a system boiler keeps it; ripping it out for a combi now means putting one back later. See switching to a combi.
  • Price both. A heat pump costs more to fit but carries up to €14,500 in grants for a house. A gas boiler carries none. The sums are on gas boiler or heat pump.
  • Repair first if it's young. A one-off fault on a younger boiler is often worth fixing. See repair or replace.

The law

Gas work: an RGI, by law

By law, gas work in Ireland must be done by a Registered Gas Installer (CRU). You can check any installer on rgi.ie. Oil boilers aren't gas work: ask for an OFTEC-registered technician.

FAQ

Questions people ask

Are gas boilers being banned in Ireland?

No. There is no ban on replacing a gas boiler in an existing Irish home: a Registered Gas Installer can still fit a new condensing gas boiler. What has changed is that new homes have effectively stopped getting fossil fuel boilers since the 2019 Building Regulations, no public body can grant-aid a new gas or oil boiler since 1 January 2025, and the EU aims to phase out fossil fuel boilers by 2040.

Can I replace my gas boiler with a new gas boiler in 2026?

Yes. A like-for-like replacement is allowed. It must be fitted by a Registered Gas Installer and should be a condensing boiler with 90% seasonal efficiency where practicable. In Dublin it typically costs €2,200–€3,300 installed with VAT.

Are gas boilers allowed in new builds in Ireland?

In practice, no. The nearly zero energy rules in Part L since 2019 mean new homes use heat pumps or other electric heating. Fossil fuel boilers went into under 5% of new homes in 2023, according to the Department of Housing.

Why can't I get a grant for a new gas boiler?

EU law (Article 17(15) of Directive 2024/1275), written into Irish law by S.I. No. 749/2024, stops public bodies giving any financial incentive for stand-alone fossil fuel boilers from 1 January 2025. That's why the Housing Aid for Older People grant no longer buys one.

Will I have to remove my gas boiler by 2040?

No date has been set for removing gas boilers from existing Irish homes. The EU directive aims to phase out fossil fuel boilers by 2040 through each country's renovation plans, and Ireland is paying people to switch rather than requiring it.

Is there money to switch from gas to a heat pump?

Yes. Up to €14,500 for a house, including a €2,000 grant for scrapping the gas or oil boiler, available since 6 October 2026.
